Hi. At about 10k population, most of my cities earn already without any cheats. Just adjust the budget for all utilities, education, health. airport according to usage, just give a little allowance. Also, use parks to raise the desirability of your cities. Make your industrial zone are a bit far from your residential but make sure you use an efficient mass transit system.
