Can someone please tell me how to get MODS working...where do i put them, i cant find anywhere that'll tell me, i had them werking before, and im sure ive done the same thing, but there not werking thx

this doesnt much have to do with train mods, but it does have to do with rails. Anyway, if everyone would be so kind to open there Simcity 4 box and look into the corner picture with the airport and stuff, do u notice how the tracks there are covered underneath in either cement or grass...unlike those actualy in the game?? its just that they would look much better like that in downtown areas rather then the dirty underneath that we actualy get. And also, in the other picture across from it on the lefthand side, the tornado has cars and stuff in it!!! however..again..not in the game..its sorta decieving
