  1. I know this is late but seeking the answer I came into several of the same questions revolving around unable to play in offline mode, having loading screen stuck "connecting to server" I just succeeded in 3 steps. 1: Restart my android 2: Open Simcity Buildit 3: Airplane mode on Then I tab back to play Simcity offline.
