It works just as the regular farmers market does... costs money, but serves as an outlet for the farmers of the area... also increases health. costs a few bucks a month.
My first lot! The Roadside Produce Stand sells fresh produce from local farmers. It's built a reward, but there are no requirements to plop it. I like to build agricultural towns, and a roadside stand was necessary.
