Very new to mods, and still figuring things out. But can I use simcity 4 mods in 2013?

First time for me in here. Its awesome what everyone is doing with mods and improving on an already great game. Just a quick question... Before I download and try out any mods, I need to be sure which version of the game I have. So, box is labeled SimCity with :"Limited Edition"banner across top. The back of the box release date is 2013...NOW the question.. Can I assume it's a SimCity 2013 edition? thanks for any clarity
