don't pick terrain with a total change in elevation much more 6000 feet(including under water), the terrain can not be built any higher. In most cases the grayscale won't work ether.  Also to keep the area to scale it can only about be 9 miles long and wide.   By the way you can still make DEM based maps, you have to uses different ways to actually acquire the maps, which can be more time consuming, but most of the steps are about the same.
