I was in the middle of plopping down my university when my nuclear plant blew up. attached is a screenshot. any suggestions on how to fix this mess?

I did the whole water filtration thing. It only slowed things for a bit. and I actually had high wealth across the board. only one city was low wealth and as soon as i plopped down a few plazas, $%&^! hit the fan. Like i ran aout of room on the plots

I just watched my whole region cave in on it's self. Ive been working on the region for months since i got the game. and everything was working and then the population exploded. First my cities all ran out of water, then it all went down hill from there. is there anyway to stoop the population explosion? also is there anyway to make it rain to keep the water table full? It never rains in my cities. I'm so depressed i actually joined this forum to tell you guys! ugh!
