After getting the Akar mods, I can't plop anything on the roads.

I think I added all the files correctly to the simcitydata folder but the files look like this: Did i do something wrong? I can't get it into to the other format. And also after adding all the files to the folder, when i open my sims game, I'm unable to plop anything, buildings and zones. Help!!! THANKS
