We can simplify this further.First upgrade the side streets to avenue status.Second download the ninja boulivard station from the lot exchange if you don't have it...the high capacity one is my favorite.Third use them everywhere.Fourth invest in RR/subway lines.Yes always put commerce close to residential areas.I like placing Landmarks that employ lots of people at opposite sides of residential areas to split up the traffic.If they are close enough(10 squares or less) to residents you will notice something..residents will walk to work.

..as for the traffic..subway lines and underground highways are what I like best.High capacity underground parking also a favorite.If it touches a highway sims can do there "gypsy magic" and access the lot even without a ramp.Maybe I have mods that get them kinda confused sometimes but it's happened to me so often that I have adopted it as standard.

I had best luck with this kind of thing by changing the attributes of the lot and increasing it's jobs demand..using the "D.A.M.B" manager tool.Pluggin Manager that I got off EA's official website years ago made it very easy to do.Can't find that version anywhere anymore.If you do let me know where...I would like to re download it.
