Is there a way to import models from Microsoft Flight Simulator X to a Simcity 4 prop file?

A few months ago (I never played SC4 nor SC2013 for a few months), I saw (and downloaded) an unlimited electricity and an unlimited water supply lot. It was 1x1 and produced 99999 electricity or water. I looked up this mod on the STEX and BSCX and never found anything. Where did it go?

I remember a few months ago browsing through the STEX and seeing a mod that allows the player to build outside city limits in SimCity (2013). When I checked back on the webiste today, it was gone. Does anyone know where to get it or where it went? I'll be awfully annoyed building in a tiny space only half the size of Simcity 4's small cities.
