  1. LISTEN UP PEOPLE... I HAD THE SAME PROBLEM. JUST PLOP DOWN A GAMBLING HOUSE (Most basic gambling building).. PLOP IT DOWN ANYWHERE. The issue is that there may be a bug in that it allows you to build other casinos when you haven't even got a gambling HQ or had one at one point maybe in another region. Either way this worked for me right away.
