Can anyone help me with getting the second upgrade for the electronics hq? I realise now that choosing the commerce division was the wrong choice as I can't afford to stockpile processors long enough while also importing alloy and plastic. I brought my budget down as far as I can but I'm still a few thousand in the red each month. Is there at least a way to change from commerce to consumer division? Thanks.
