What's a dev? And I'm having the problem now. I just noticed my trucks not delivering yesterday on may 29th.

I wasn't having any problems with my buildings flickering. Not sure of the video card I have although its not the original. Nevertheless I've been seeing lines through my screen ever since the 3.0 update. Not really bugging me yet but I noticed its definitely there. And the 4.0 fix did not fix it. If anything it's worse.

Yup it does not matter if your sims are well educated. I had every single kid in my city of 85k attending school. I had the university built for years and all of the sudden the tech level takes a downward plunge with no explanation and causes the workforce at the plant to go unsafe giving you almost no time to react. Now I too, have a nuclear wasteland. So education it seems will not prevent a meltdown even if you have a ton of schools AND libraries throughout your city. Pretty annoying... maxis.

I had a trading port with full alloy and the trucks wouldn't deliver it. I noticed my tv delivery trucks from a completely different trading port would come in and park in my alloy port garages and when they left, they left with nothing. But the alloy just sat there stockpiled collecting dust. I tried exporting it, tried gifting it, tried everything but the delivery trucks would not take it anywhere. This caused my recycle center to fill up and now it won't pick anything up.
