While this thread has not had a new post in a while, I have some additional information which may be of use on this subject for people who use 1920x1200 resolution monitors. From my testing with desktop shortcut command resolution selection, this is specifically an issue with the 1200 pixel vertical resolution, not with any 1600 to 1920 pixel horizontal resolution choice. I can run 1920x1080 no problem and this blue stripe rendering problem (with large tiles only) does not occur, and old rendering errors can be repaired in the usual fashion by entering the tile in Mayor mode and then saving on exit. So while 1600x1200 and 1920x1200 resolutions do indeed have this problem, the 1920x1080 resolution works correctly. However, when using 1920x1080 in full screen mode on a 1920x1200 monitor, the incorrect aspect ratio is perceptable. To a certain extent one can get used to it. But, I investigated various other resolutions to get maximum screen detail at the 1.6:1 aspect ratio of my monitor and found that the largest working resolution I could get the game to boot to which does not have this problem and that is selectable via a desktop shortcut is 1680x1050. The current desktop shortcut I use with Windows XP uses this command line: "C:\Program Files\Maxis\SimCity 4 Deluxe\Apps\SimCity 4.exe" -intro:off -CustomResolution:enabled -r1680x1050x32 -f -CPUCount:1
