This is so great... but... not all of the readme files indicate whether or not Rush Hour is necessary to use the lots. Specifically I'm having residential problems (lots of wrapped houses). I have done everything according to this thread. Am I missing something obvious? Or should I just get Rush Hour and be done with it? i.e. does this thread (and all the BSC downloads) assume that you have purchased & installed RH? Whatever the case, thank you, thank you, thank you.
