I hope this issue gets fixed soon, becuase right now the game is completely unplayable unless you set up every single city to be 100% self-sufficient; which completely negates the way this game was designed to play. As it stands, my mining city isn't working becuase it isn't recieving water, my metropolis is de-populating mass becuase garbage trucks aren't arriving, and my college town is completely abbandonded becuase there's no power.
