I'm getting the exact same problem with power, water and sewage. Kind of sucks you have to plop powerplants and stuff all over the place now.

I totally agree with Herdervriend. I think the smaller regions actually present a lot of new gameplay options. You now are more forced to use the regional play which I think can present a lot of fun gameplay. I can't wait till it gets released here in the Netherlands.
