Here's how I NOT got it. -Everything's as you've said (IN FACT I built it in a prosperous city) -The city is NOT sandbox -It's a private server. -FYI, my Simcity is the cracked OFFLINE version PS I've actually made it to some of the requirements but they still don't show up.

hmmm.... I also have problems with the two above me. Maybe the mods do not work in the offline mod, that is. (Because I actually did one of the achievement but then it didn't appear too) Well, okay.
