I think EA did a bad job with latest simcity. It was supposed to be Simcity 5 but they ended up changing the name. To that sim society. I looked at the screen shots and was like wow... they must of hired 3rd graders to make the graphics of the game. I think the graphics is too childish... missed the realism of the artwork that simcity 4 brought to the table. I wish they do make a Simcity 5. is they do they better focus on seasons and more realistic weather patterns. A city must feel more real. Must have to deal with many different kinds of weather issues... just like how real cities in the real world has to deal with. They should also try and use some real economics theory and create some economics simulation within the city. If they do all this I would pay for the game... better then that I would pre-order the game. I never do pre-order any games in the past. I am a hard-core simplicity fan but that latest release was a big disappointment. Even if they just have Simicity 5 focus 1005 just on weather and seasons and they don't add anything else. That would make me happy.

Hi Yes their is legal issues with it you would need to get permition from ea games. Also if you put all mods on a cd you could run into memory problems and if you get pass the memory problems then you would run into another problem which would be the speed of computer during the game, well it depends on the ram memory. Ram memory get used by what ever you see on your monitor so in the game all the art in the game would use the ram memory to display. Ram memory is a temperarely memory usage. To make this short it is easier to download separate mod files so that you won't use memory on the modss you don't want.
