my mass transit system is good. but could try the parks/plaza? what is best? there are for an example 90 jobs avalible, but there are only 53 employed, but there is a high demand for high-tech. and it is all my hightech industry that is like that :/

Hi. I have a problem with my high-tech industry. Why is my high-tech industry only at 50% occupancy? there is still a high demand for high-tech industry and enough unemployed citizens. got the pollution down. my commute time is 65. what am I doing wrong?
