I had a simular problem when i plopped a NAM roundabout .. it overlapped a policeoffice what original stood on the corner. Can't delete it anymore no matter what. A solution may be ( can't tell for sure and will test it) to delete the lot and the lots 1x -2x around it except for the road it was original connected to (it still will be there undeletable) place another random building on top ((it will show placable but you get an error when placing it) after that i could delete the lot permanently. P.S. also a nice money trick , i noticed using this trick i got the full $$ back twice deleting it lol Let me know if it works.. it has been an annoying bug for me also for a long time and after messing around i found this to work once.. i still gotto see if i can redo the trick
