Simple answer is not to use Origin to start the game. Look on your c:/ drive for "origin games" (I think it's in the program x86 file, I don't use the standard install location). Open SimCity 4 file, open Apps file, you'll see the sc4.exe file. Shortcut it to the desktop. Right click, properties, and it'll show you the command string.
