I got the same problem and I found this old thread by google... I'm sorry if I should have found this out myself, but I do not have this "Road-over-RHW overpass"-button, it seems. I should have the latest NAM, NWM and RHW I think; any idea what I am missing?

By the way, I am wondering: are you using a terrain mod? Or anything else major? To my newbie-eyes ;-) it looks like you're using NAP, but your highways seem to be Maxis highways, am I right? So you're not using RHW? (Why?)

Hey! I'm just new here, but I like it a lot as well. Looks amazingly realistic and I also like the naming. It could just be a region along the autoroute on my way to holidays in France ;-)
