I like the idea of limited resources because it will make it much more realistic and give more challenge if you want to create a sustainable city.

Well I was making some money until i zoned and placed buses, then i was flat in finances, at around $0 and either flat each month or losing a small amount -Usually a lack of water suddenly is caused by lowering your water funding. Did you do this? Of the three times that this has happened, only one of the times did I lower my water funding before the disaster. -What did you zone, and how much? About 6 blocks of Residential, 2 of commercial, and 2 of industrial each time -Is your game fully updated? yes -Do you use any mods? yep I use that NAM mod

man, in my city, i got to 7000 people then i zone some new places and my money go down to 2000, then i get an urgent message from my utilites guy about water pumps, even though i have enough water, and then all the water in my city goes away and within a month 9/10th of the city have died. then that happen again at 20000 people when i had -133 dollar.
