One day my city of 150,000 can be silky smooth and run perfectly. Then the next day i go to play the game it will run choppy on a city of 50k and even an empty city, even the menu will look laggy Something to do with the servers?

One other thing is, i am thinking of starting a new region of my own design. Is there any software that lets you build a region outside the game or do you have to do it the hard way in the game by going into each individual city and modifying it?

Im new here, but been playing SC4 since it first come out, ive never really got into the modding scene, only ever used the super demand mod. What are the basics you use? I wouldn't mind going for a more realistic look with water, ground colour etc Anyway here is my current region based on the stock San Fran one, ive been working on this since Feb and really happy with how its turned out.
