yep just used a high demand mod to test this and still no growth

Hello all I've recently downloaded just about everything from Haarlemmergold's collection of lots to try and start my own European city but with no luck, none of the lots grow? I have tried a few things to get it to work like * emptying my plugins folder and starting from scratch with just the lots * enabling only the European contemporary tileset * using a "no maxis buildings mod" but to my avail no german/dutch buildings anyone got some insight to this problem? thanks in advance
