I tried watching this but it's a difficult watch for me and far over what i know what to do. Where does the SC4 Fix files even come from.

I haven't played this game in a couple years and just downloaded again off of steam. I'm operating on a Samsung Pro 360. I have played Civ 5 on it since i bought it but it is now not working as well. Back to SimCity, its the Deluxe 4 game (hoping i worded that right). It goes through the startup scenes of the game but then when the game is supposed to start it just crashes back to the steam app. I've just updated the laptop as of today to see if that was it. From what i'm able to lookup i keep seeing it mentioned to find the exe file but i can't even find that anywhere in the places it should be after re installing a couple times. I've lowered firewalls trying to see if that helps as well but nothing. I just want to be able to play the game and it's pretty frustrating so far. Any help is greatly appreciated.
