Did you get plain field like when creating a new district ? In my environment, putting either BMP or JPG image into SC4Mapper, soon I can get the district. Much the same result is gotten when I put JPG image into the function of original map import.

XD === Summary === In fictional world of TV game Front Mission 3, OKINAWA Ocean City (沖縄海洋都市) is constructed as an international harbor city on the world largest combination of artificial islands (megafloats), near Okinawa Japan. Its basic structure consists of 13 hexagonal megafloats placed like honeycomb, each of which has a total length of 800 m and possesses the function of independent navigation.Merging additional islands with those, entire city stretches the full length of 5.9 km. Because of much importance for certain Asian supranational organization and Japan, the city has high-density districts for commerce, residence, and industry, ports for the private sector and the defense force, tourlist facillities and so on. In the story, the 13th megafloat is not only the place of decision battle but also ground zero of a terrible post-nuclear weapon.
