Does anyone have an idea what the red, yellow, and green borders mean for the different avatars present in online region play?

This is what I understand (not too sure though): -Green: player online and playing on that city. -Yellow: player online but playing on another city or region -Blank: player offline -Red: dunno, maybe player online and his city is going bananas
