This is an unmodded H2O treatment plant. Was trying to make it look good more than anything else and I think it does. If someone wants to mod the towers so they function and repost I wouldn't be worried as long as you let me know how you did it lol. Thanks to those who have downloaded. To this means that you like what I helped create and would like it in your SimCity - and by proxy your homes - that is pretty cool.
