new to the game, xl platinum days construction areas are needed...?

Just purchased cities XL platinum. Liking it so far, but quite often my zones will say that a construction area is needed for xxxx industry or commerce or something else. Exactly what does this mean? If a high tech zone wants construction area, what exactly do they want? More zones? Different zones? At one point, I actually placed the construction zone decoration because I had no idea... Thanks in advance! -

I think this means that desirability is too low, whether it be from environment, taxes, recreation, etc. -
I honestly don't know how you could make money with lower density zones. If you unlock and build high density, your will have money to spare and all the power one could dream of. But low density never seems to generate enough taxes. The game is actually quite difficult in that regard, imo.

I have noticed this with my cities. I just bought the game, so I'm certainty not an expert. However, I have built three cities and read am I could find online about the game. That being said, I have found that the utilities could be too expensive, the other zones could be producing too expensive and those needed goods cannot be acquired, the type of zone isn't wanted (try a lower density office zone). Lastly, it could be the quality of life which sounds probable since it appears to be a radius/area issue.
