I am having stagnet population growth in my Hidden Bay City. I have around 96,000 residents, my budget is in the black, my health and education is well funded. I am new to Sim City and was wondering what can I do to get my population over 100,000. I have included three pics. One of the region, the city itself, and my budget. Also, I dont know if this matters, but I am not running Rush Hour. I have ordered it don't know if it makes a difference. VinnyD857

Any way to just get the rush hour expansion for sim city 4?
