There are 2 types of rendering your can play Simcity with.

Hardware or software (look in the options menu ingame)

Hardware is when the game will run on your hardware you can use HD texture,

software is used when hardware fails so the game will run on software rendering.

When you have HD plugins of HD terrains mods the software rendering can't be opent and you will get crash to desktops immediatly

I find for terrain mods and water mods that using a SD (Standard definition) mod works great, HD mods on that scale that require hardware rendering slow the game down a huge amount on normal-baseline computers. Use something like meadowshire (if it floats your boat of course) and save the computing power for stuff like NAM, large cities and Gigs of plugins
