Gridlock caused by.... nothing?

This actually happened to me TWICE, in that exact same location. Quitting the game and reopening it fixes it (temporarily). -
This gridlock seems to be caused by one school bus that just won't move for some reason.

Holy crap, I actually got it to launch! It seems I'm having some kind of problem with DirectX 9. I found a zip file online containing all the DirectX 9 dlls, dumped them into the SimCity folder (the one with SimCity.exe), and sure enough, the game actually launched. I'm still trying to figure out why it wouldn't work before I did this though. EDIT: Problem solved! It seems I had a corrupt version of xinput1_3.dll in C:\Windows\SysWOW64 for some reason. Replacing this file with a good version fixed it! -

SimCityRecovery also does nothing. The server selection window never comes up. I don't even have a SimCityData folder because it never gets to the point where it downloads that. -

No AV running. I suppose it could be a virus, but everything else I do works (including all my other games). I should point out that I have no other Origin games though. -

Yes, numerous times. I also tried reinstalling in many different ways (from the disc and online from Origin). We tried Safe Mode, and checked a lot of different Windows settings. One of the guys I talked to even walked me through manually uninstalling the game (deleting the files and registry keys). None of it worked. -
I bought a copy of SimCity today, but when I try to run it either through Origin or through the desktop shortcut, NOTHING HAPPENS. There is no error message; the launcher for the game simply never appears. SimCity.exe can be seen running in the Task Manager, but nothing ever happens. I spent literally 2 hours and 36 minutes on the phone tonight with EA trying to fix this problem, and they are completely stumped. I'm supposed to get a call back from one of them tomorrow. Does anyone here have any ideas?
