  1. Well, I look, and they have indeed been careful not to make any definitive statement on an offline-only mode, but, nevertheless, there is definitive evidence pointing against a server-based game: 1. The announcement on Rock, Paper, Shotgun where they state that "If the internet goes out for a bit, you can still play." 2. This slide from their GDC presentation, which says "Asynchronous server model: No reliance on dedicated live server running to support your play session, graceful degradation if we have server issues (highlighting by myself)

    Don't blame me , I've only translated it. But you're right, they're probably somehow confusing it with the Bay Bridge. I'm also a bit puzzled about the idea of building sewage treatment plants in order to harm your neighbours, after all the idea behind building them is to clean up the water, and not pollute it even more. But I guess the article's a bit too vague in that regard, and it's also a bit too early to really worry about things like that at the moment.
