Rich, Could I see a screen of a close up if your city

do all the cities have to be structured in different ways?

I have a city that is on one of the small tile sets. Just about every space is full and i have the zones zoned for high density. I have very high residential demand but my population is flowing between 22000-29000. Why with high demand would it not be going up? Am i out of room? wont they just build bigger buildings?

I'm kind of new to sim city 4 I'n regards to getting serious about it. My question is is there a way to build a mega city on one city or do you have to use the region and multiple cities. Seems like from what I read regions and multiple cities is the way to go
