Step 2.5) Open simcity1.dat by clicking the open button and finding it in your simcity game directory [it is the thing you wanna edit] (if that's not it... idk, it's the only thing i could think of... make sure you click the search button, too!)

lol... yes, 600,000 is an aweful lot.... i just was practicing last night with open grass areas. i only changed the demand created to 1000 and place 20 of them....chica-boom i had about 25 grand palaces and two other small, petite R$ homes. i haven't tested 600,000... yes buggi... you deserve big thanks for all of your contributions.... i'll have to give dotdat a try soon
