Okay, so I realized early on that real estate in this game is at a premium. And utilities seem to take up quite a bit of space. So when I started a new region I thought to myself "I'll just have one city be the utility provider for the other 3-5 cities in this area". Well after some time I've run into the problem that I can't make even a small amount of my excess power/water/sewage to show up as available in the region. Right now I've got a city with a 800MW excess yet there's only 57MW available in the region. I know that it's divided by the number of other cities in the area but c'mon, 57? Can anybody tell me what I'm doing wrong? Brian

I guess that makes sense. So just to clarify; The Arcology requires 300MW of power to operate. If I have an area with 4 cities surrounding one great work I'd have to generate 1200MW of excess electricity in order for the great work to get it's 1/4 share of the energy pie? It just seems so inefficient to divide like that. I'm also skeptical about other cities "buying" utilites since I see no income for that on the supplying cities budget board. So confusing.
