I would also like to know if there is a way around this limit. However, for me it seems like the limits is like this: Max 3 of the +35% exceptional office buildings Max 2 of the +40% institutes Max 2 of the +45% labs I tried to pause the game to see if it would let me build more, like it does with water towers etc, but it didn't work. However I somehow managed to build two of the same building (+35 water production), but the max limit was still 3. Hopefully somebody will find a way around this limit
