I was hoping there was some other way... my challenge is, when i need some more people to work in my city i have to upgrade the roads so i turn roads in to med density, and then i would need the shops to upgrade to so they can keep up with the demand. but then they often change to a hotel or so. and i have to destroy -> wait to see if it change to a hotel, if it is a hotel again, then, destroy -> wait -> not hotel = de-Zone.
I was just hoping there was a better way
