  1. Hi everybody, I decided to take up Simcity 4 recently, but something that has been dogging the gameplay experience is the seeming inability of zones to develop out of certain wealth levels. For example, I currently have a city with around 42,000 residents and am transitioning from low to medium density commercial and residential. The demand for medium wealth commercial is very high, but the demand for high-wealth commercial was nonexistent. One would expect that the commercial zones would slowly develop into higher-density, medium-wealth office towers; however, the existing commercial zones were all occupied by low density CO($$$) buildings (Todd and Co., for example) and seem completely unable to develop further unless high-wealth commercial office demand ticks up. What eventually happens to me is generally an ugly mixture of CO($$$) buildings and abandoned-looking CO($$$) buildings that have been rehabilitated as CO($$) buildings. The same is the case somewhat with residential zones across all three wealth levels, although I have seen low density R($$) developing into R($) medium density and raising the tax rate from the wealthy seems to alleviate the presence of ugly rehabilitatated residential buildings somewhat. Has anyone else had this issue? If so, what measure in-game have you taken to try to counteract this? Is there a mod out there that helps model development more realistically?
