You probably don't have the necessary services to support it. If it is a residential building make sure there are jobs nearby, good road connections, good hospitals, police, fire, and schools. Also check power and water, maybe you forgot those. As for everything looking like its in fast forward, the only thing I can think of is you have your game speed set on the 3 arrows (can't remember the animal), set it to one and that is normal speed. I have never encountred anything that caused the game to speed up unless I did something myself.

the game starts normal sometimes and it just speeds itself up somehow , the clouds disappear before they appear , the cars are lightning fast just like the fountains ...
is it possible that some files also disappear? because Im not sure but I think some of my stx's are missing , I cant find them when I play
