  1. I had place the first ferry station in the north direction. When I placed the second station in the north or east direction the game would crash; however, when I reloaded the game and placed the second ferry station in either the south or west direction the game worked fine. I don't know it this helps any but it seemed to work. I don't know how the game will react with more then one set of ferry stations though. I guess just save your game before you place any ferry stations.

    good concept for real world principle; many communities are going to one central civic center complex but poorly executed.
