That mod propably only works on Cities XL (2009). There are only a few mods from the 2009 version that actually work on 2011. But I can not tell you if and how to fit it into CXL 2011. Sorry...

Yes, there are already blueprints unlocked and obtainable the "normal" way. BUT: 1. There are still many of them hidden and locked. Indeed, if I understood correctly, only half of the buildings already on your hard drive are implemented originally in the game. 2. Personally I like to play it kind of sandbox mode. I carefully plan my cities out, I want them to be kind of monumental, so I need such things available from the very beginning.
