RCT was a Chris Sawyer game, it was supposed to be the successor to Transport Tycoon Deluxe(TTD) but he decided to turn it into a theme park. I believe a lot of those interchanges could be simulated with the RHW, TTD was also limited to 3 levels: tunnel, ground, overpass!
Now that I think about it, these two games are in exactly the same boat. They both have communities, though the TTD is a bit more mature: they have successfully made a clone of the game which they dubbed OpenTTD. Though of course EA still holds rights to SC4 so we're kind of screwed there. Both games are actively maintained and they keep releasing updates at: http://www.openttd.org/en/
Maybe the two communities could help each other out with ideas and maybe even cross over audiences. Maybe my dream of a love child between SC and TTD isn't dead yet... quote>
