I KNOW!!!!!! I had exactly the sam problem, I think this happen with some grafic cards. I have a Geforce 2, with sim city 4 and the RH instaled. and my avenues didn't show up as you said. I had no idea about what do do. Then maxis launch a patch, I installed the SC4 patch, and the rush hour last patch, and guess what, my problem was solved. THE ONLY THING YOU NEED TO DO, IS TO DONWLOAD THE LAST PATCH OF THE GAME, download it on the sim city web site. http://simcity.ea.com/update/index.php you can also update your grafic card's drive, but your problem is for sure a bug in the game that happened with some hardware combination. The game's patch fix it.
