As a SimCity 4 RH user with a netbook (Gateway LT3103u), I understand your situation, but unfortunately I don't think this is possible.
To get the game working on my netbook, I caved in and picked up an external slot load (I know -- adding to the cost of a netbook) USB DVD-RW drive.
It only takes a bit more hard disk space, but being an external USB drive, I no longer need to worry about CD/DVD drive issues in the future.
