i try and extract it to the simcity 4 deluxe pluggin folder from winrar and i get messages saying cannot create dirtyevill cannot create big bomb etc and they all also say acess denied

i tried i get an error message and it isnt in the game

i have sim city 4 deluxe and i just dowladed the big bomb pack or wut ever with the nuke and radiation bomb i have it downloaded on winrar where do i go from here
