Forcing myself to play terribly is not really a realistic option for me. I want a challenge.. not to "simulate" a challenge.

It seems I never have to use any of the fire or police emergency tools. I'm already playing the game on hard but it is just too easy. I'd like a bit of excitement. If anyone knows of any mods that increase the chances of fires, lightning, riots or anything else like that please let me know!
