Does this have any cap relief or park effects? It looks great and I'd love to actually incorporate this into a city instead of it just being another landmark.

YES! This is EXACTLY what we need. It's not some unrealistic, over the top utopian building that eliminates trash and doesn't pollute... It's just a large recycling center that makes the game less cumbersome for cities over 300,000 people. WELL DONE!
It's kind of tough to hold a Nuremburg type rally in my Sim City when the German flags all cost $150 per month to maintain!!!!!!
I lined an avenue with Swastika flags on each side for half the map... all was good until I realized I was thousands in the hole every month!!!!
